How it works

  1. Get a VIN verification at a DMV office, or from a peace officer in your prior state using Form REG 31
  2. Complete a California smog certification (out-of-state smog tests are not accepted)
  3. Submit Form REG 343 with your out-of-state title and registration
  4. Pay applicable fees within 20 days of first operating the vehicle in California
